This is not correct, meaning that the two "problems" are completely
different.
FOSS filters for formats 100% owned and controlled by MS can *never*
be perfect, by definition. No matter how much one works on them, there
always are:
patents and similar stuff that CANNOT legally be copied
undocumented features
the simple fact that even if you get the perfect filter, the format
owner changes it again to screw you and keep all users locked.
Complete compatibility with a non proprietary format like ODF,
instead, is only a matter of resources and can only improve over
time. And this is said explicitly in the conclusion of the article you
quote:
