Most likely your problem is two fold. First, in the System Tray
near the clock, there should be an ion with what looks like two
flying birds. It is OOo's Quickstarter. Right click it and select
Quit. Then you should be able to use Add/Remove Programs in the
Control Panel to remove OOo.
I would also do one more thing. It is likely OOo was installed
using Administrative privileges. You should log out a a user and log
in as the Administrator. Then you should be able to remove OOo.
(Remember: the Quickstarter must be closed first.)
