What would be possible: To insert a table into a section. A section can include footnotes (when it's not within a frame) and you can chose where you want to have them: inside or outside the section. But a section can't have borders. But perhaps it would be ok to use a light grey background-colour to mark table+footnote as a unit instead of a frame. Another but: ist not possible to make text flow around a section that does not stand inside a frame. You can also define borders at the bottom and the two sides of a text-paragraph that stands directly after a table. In the border-definition of the table you don't define a border at the bottom of the table.
