This is a bit late but its sooo obvious....

After OOo is installed on Windows all you need to do to disable Quickstarter is Right-click on the Quickstarter icon in the System tray. If there is a checkmark next to "Load OpenOffice.org During System Start-Up" click it to remove the checkmark and it will also disable Quickstarter permanently. It's as simple and as easy as that. Two clicks and yer done! OK, four; the last two being the ones to exit the Quickstarter itself. To re-enable Quickstarter you will probably need to open OOo, but it doesn't really have to be Writer, nor does there have to be a document open.
