Usually there are no problems with captions above or below tables. Did
you put cursor into the body of table, when you try to insert caption
second time? Another approach is to write in new paragraph Table (or
other name of caption), then use Insert - Fields - Other..., then cose
Variables tab and Number ranges in this tab. Then chose Table (or
anything else, or write our own name of caption) and in field Value
write Table+1. Then push Insert. Then you can draw your table above or
below caption. This method is described in this least at least twice.

I have just experienced a similar problem.
In this case, however, I have a *table* with a "misbehaving" caption.
When I first created the table, I was able to place the caption above it.
However, I then had to Undo several steps for unrelated reasons.
When I tried to add a caption at this point,
the location was set to "Below" and was greyed out.
Joel Wiramu Pauling mentioned "Textbox tool".
I looked in the Tools menu, didn't find it.
I looked in the Help system, didn't find it mentioned there either.
