Andrew, thanks, for coming back on this. I can remember that I replied to your mail but can't quite remember what the problem was nor what exact FAQ I pointed you to.[1] From what I can gather it seems that you are referring to this FAQ http://documentation.openoffice.org/faqs/word_processing/002.html (I thought I pointed you to http://documentation.openoffice.org/faqs/word_processing/044.html but anyway...) Option "page break" is normally greyed out when the cursor is at a place where a page brake is not possible. For example if it is within a frame. Could ou check the position of the cursur when you select > Insert > Manual Break?
