First I'm sending this (above, from Fred Moore) on to the OP who is not
registered and so won't have seen the original.
Second, assuming Windows, it sounds like you have your physical keyboard and
OO's idea of your "locale" switched.
On my UK keyboard, the double quote " is above the 2 and the at sign @ is
above the single quote '. In OO my locale is set to UK.
You can set the locale in OO via Tools>Options>Language Settings>Languages
and then picking a locale from the list on the right. You may need to
restart OO or even reboot the system for this to take effect.
You also need to make sure your locale is set correctly in Windows. Look in
Control Panel>Regional & Language Options. If you change it here you will
almost certainly need to reboot the system for the change to take effect.
