I am a little perplexed about your problem. I created a table,
and entered a cell. Then I used the Enter key to create three lines
in that cell. I Used Format > Alignment > Center for both the
horizontal and vertical alignments. The cursor appeared in the middle
of the middle row as expected. I typed a word. I highlighted the word
and gave it an itallic character style (Emphasis). It remained
centered in the middle row although it was not in itallics. I then
created a paragraph style that changed the alignment and applied it
to the word. I was able to move the word to the left or right
according to whether the paragraph style had a left or right
alignment choice. But it remained in the middle line of the cell.
My conclusion is this: vertical alignment can only be changed
using Format > Alignment or by right clicking the cell, choosing Cell
from the context menu, and selecting the vertical alignment. This is
one thing that styles do not do.

I'm not sure to fully understand your example. Vertical alignment is
relevant only if your contents is vertically smaller than the cel. By
hitting enter, you make the contents the same size. Here's a scenario closer
to what I was doing:
- create a 1 line by 2 cels table
- hit enter 3 times in the first cel
- type a car in the second cel and align it vertically

The vertical alignment clearly is a formatting property specific to cels.
It's a special case escaping all styles.

I just found the tables toolbar has a button for vertical alignment. That's
not as good as a style but it's much better than navigating down the menus.
I'll stick to that.
