I just realized I didn't answer your question... I answered its reverse.

OOo does not have the ability to export or convert from its own database format to another format. At best, it can export a report to a document. If you need Access users to access a OOo Base database, your best choice is to install OOo for them (it is free, after all). Alternatively, the database needs to be created in Access for Access users to access it.
