You need to use at least 2 page styles, one with page numbers in roman numerals, and one with arabic. Chapter 6, "Introduction to Styles" of the Writer Guide explains how. (See my sig for a link to where to find the free PDF.)
The other related problem I have is finding a way to get the table of contents function to recognize and list the page numbers as I want them to appear. After getting openoffice to paginate my text in arabic numerals I updated the table of contents and it still numbers all of my pages beginning with 1 etc. So basically my first page of text now says page 1, while the table of contents says it starts on page 5.
After you have done your page styles and page numbers correctly, the table of contents should sort itself out.
