It depends on what you want to do. If you are happy with English
menus, Help system etc. but want to write and spell check in German
then just install the German dictionary and make German your
default language. To do this go to File>Wizards>Install new
dictionaries ... and choose German. Then go to
Tools>Options>Language Settings>Languages and set German as the
default for your documents.

If you want German menus, Help etc. then I think you need to
download and install the German version from
http://de.openoffice.org/. I think it should install over the top
of your English version but make sure Quickstarter is not running
before installing the German software. If Quickstarter is running
there will be an icon in the System Tray (I'm assuming you are
runing Windows). The icon is grey and has a picture of two flying
birds. Right click on this icon and choose "Exit".

    In addition to this, there should be a German language pack
available at http://de.openoffice.org also. If you install this
language pack, then everything should be in German.
