I don't want toolbars to suddenly appear, sensing the context. I

Short answer: you can't.

There is a plan to make the context-sensitive toolbars only gray-out
(become inactive) instead of disappearing: see Issue 42072
http://qa.openoffice.org/issues/show_bug.cgi?id=42072
No firm time frame has been set however; it couldn't happen too soon,
IMO.
Isn't it the way it should have been from the beginning?

Speaking as a reader of those cursed documents, rather than a writer, I
would say there just has to be a way to switch the toolbars and other
"features" off so they stay off.
I've taken to getting pdf versions whenever possible, even though the
Writer versions are promoted, and I've even been known to convert a
Writer version to pdf rather than put up with all the silly, unstoppable
"features" that keep interfering with my progress through the document.
Why are you people writing all this stuff if you don't want anyone to
read it?
