First you have to define a named style. You can format a cell as you want it to look, then use the Stylist (F11) to define a style from the current cell. Give your style a name, e.g. "GE10".

In the Format > Conditional Formatting dialog, choose "Cell Value" ... "is greater than or equal to" ... "B1*1.1" ... Cell Style "GE10"

NOTE: The cell reference in this example will compare the current cell to another location relative to the current cell. If you use the mouse to select a cell, you'll get something like "$Sheet1.$B$1" which will always compare the current cell to that exact cell.
