When I downloaded an emailable application form, from a council
website, the application form opened successfully but I wasn't able
to type on the application form. Whenever I tried to type anything, a
message would appear saying 'Read only content cannot be changed, No
modifications will be accepted'.

Can you please help me and tell me how to correct this.

I'm guessing but first go to the View menu and make sure Field Shadings has a tick by it. If it hasn't, click the item and it will acquire one. Close the menu. Now, in the document, you will see grey shaded areas. These are the places where you are expected to enter data. Click in one of them and you should be able to type the relevant text. Note that yuo cannot tab from one field to the next; you have to click in the next field.

If this doesn't help, come back here with details of your Operating System and version number of OpenOffice.

Oh, by the way, I guess the document arrived in Word format. When you want to send it back you must either use File>Save As to save as Microsoft Word format (make sure Automatic Filename Extensions is checked) and send that or use File>Export as PDF to save in PDF format and send that, or use File>Send> and then either e-mail as Word or e-mail as PDF. The point is that if the document arrived as Word the sender won't be able to open your response if it is in OO format (MS Office is currently deficient in that it can't open ISO format documents).
