I think the order of colours should be start the original
OpenOffice.org palettes, then you can add the extra palettes.
When I make the palettes, I usually have a list of 200+ colours in
front of me. Trying to match up each colour with where it would be,in
the original OOo palette layout would add at least two steps to the
process.
I put the OpenOffice.org colors to the front of list, that is enough to
maintain the compability.
I think you should create something interesting, also we could check
what the competitors offer.

I sent you the modified standard.soc file based on your twelfth release.
I killed lot of dupliaction, except those belongs to a color palette.
Also I fixed a bug with quotation marks that stops displayind the last
third of colors.
