There are things called "language packs". A list (partial? complete?) is
at

This does *not* seem to include a Spanish pack.

I just installled the Danish pack (my wife is Danish so it seemed like a
good idea). I found it by clicking "Native Language" on the OOo home
page, selecting Danish and then clicking "Sprogpakker og tidligere
versioner" ("Language packs and earlier versions"). This takes one to a
page where one can choose the Danish sprogpakke for different platforms.
Having installed the Danish language pack I can start OOo (Writer, say)
and go to Tools>Options>Language Settings>Languages and change the User
Interface setting to Danish. If I had a Danish dictionary (next step) I
could request that too. When I click OK I'm told that the change will
take place the next time I start OOo. It just works. I stopped OOo,
started it again and, lo and behold, the user interface and all the Help
is suddenly in Danish. Of course I don't have a Danish keyboard so
figuring out how to achieve all those "Scandiwegian" vowels is going to
be another research project (ditto, presumably, for German, Spanish
[upside down punctuation marks etc.], French etc.). Changing back to
English is the same; just choose the "default" UI and the required
dictionar(y/ies).
This all on Win XP Pro/SP2. I *guess* I could have different accounts
with a single copy of OOo installed but each account configured for a
different UI language. Another project ;-)
