I had this problem, too, when I upgraded from OOo 2.0 to OOo 2.1. It appears your Startup routine is trying to load the OOo 2.0 Quickstarter and it cannot be found. You might need to locate the OOo 2.0 Quickstarter in your Startup folder and delete it.
