This can be done right now using Styles and Master Pages. In
fact, different Outline levels can have different languages. However,
these changes will affect the slides for a particular Slide Master
(Master Page).

This also is done with Styles and Master Pages.

If you select a group of slides and assign them to one master
slide (Master Page), they will all have the same background. Changing
the background of the Master Page changes the background of all the
slides assigned to it at one time.

Perhaps you can explain what you mean by importing from a PDF or
DJVU file. Using Linux, I have a program which takes snapshots of
part or all of the screen and creates a *.png file. The file can then
be placed on a slide. I presume that the same can be done for a DJVU
file although I am not sure.

An *.odt file can be inserted into a slide using Insert > Object
> OLE Object. Select "Create from file" instead of "Create new." I
have added a *.doc file to a slide as well.
