I would normally suggest: Then from OOo Writer: File|Wizards|Install new
dictionaries|English|Start DicOOo and then install offline option, but
this doesn't seem to work with these files[1]. And, it appears that that
macro/wizard hasn't been updated (or the above links) in some time. So
you might want to view the readme file that is inluded in the zip and
see if you can get the contacts in there to help you further[2].

 [1] the automated portion of the wizard only seems to search mirrors
for the dictionary files, perhaps it might work if the wizard actually used:
