You don't need to develop anything. But you can't expect bugs to get fixed if they are not reported. UNC path names *in general* work in OOo (just tried in by myself on my WinXP). As it looks you have a particular system or a particular order of folder names where OOo has a problem. If you don't report it in Issuezilla and provide exact descriptions about it nobody will fix it.
