The impression I got from the OP's message is that they're simply
selling the link to OO.org.
That's just mor unethical but still (IMHO) not illegal. If people are stupid enough to pay for a link ...

I know it might reflect on Sun and the OpenOffice folk and on Open Source generally but I stll can't see what makes it illegal.
