This is intentional, but there is a better way to do what you want. Define the first page style to be "followed by" the second page style, and do not put in a manual page break.

Second, when I try to mailmerge that letter, the resulting mail merge loses the second page style and reverts to the larger 1st page margin. This seems like a bug. Any knowledge of this as a bug? What to do about it?

This is because OOo's mail merge does not know how to deal with a manual page break. If you use the "followed by" technique described above, you should get what you want with no problems.
