"OpenOffice 1.1 Configuration File".  Is this a problem since I am no
longer running OOo 1.1.4?

I have no idea what is happening to you but ...
a) The configuration file (I assume you mean setup.xcu) is described as you say, "OpenOffice 1.1 Configuration File". Weird but true. This on my Win XP Pro / OOo 2.1 system. If you go to Control Panel>Add/Remove software, is there another version of OOo listed? If not then you only have the one version installed and the config files are almost certainly OK. b) Try quitting OOo completely (including the Quickstarter), renaming setup.xcu to e.g. setupxcu.old and then restarting OOo. I'm not too sure exactly what goes into the setup.xcu file but you will obviously lose any personalisations in there. On the other hand OOo will create a new, clean copy which *might* cause your problem to go away. c) Are there a lot of Heading 2 paragrpahs? Could it simply be that when you change the font size OOo has a lot of work to do changing the fonts, re-paginating, calculating new values for TOC etc. etc.? How much memory & virtual memory (swap file) do you have? Increasing the swap file size *might* help. Is the disk light on your computer flashing/solid while you try to change the font size? If so, OOo is working. Try changing the font size and immediately leaving the room and making yourself a cup of coffee (and possibly a slice of toast) ;-) Perhaps OOo + your machine is just being a little slow.
