Not so. The bug arose in 2.0.3. It can be fixed by renaming (~ deleting) a file in the user folder. That would involve losing the entire history (much larger than the recent files list) - not a great loss.
The file to rename is /.openoffice.org2/user/registry/data/org/openoffice/Office/Common.xcu (substitute back slashes for Windoze.
