Hi Kevin,
The message you are receiving appears to be correct, although the reason
may be different for the two types of media.
Unless your CD is UDF (Universal Disk Format) formatted, you will need a
CD burning software application (eg. Nero) to copy files to CD.
Try opening Windows Explorer (My Computer, File Manager or whatever M$
are calling it today) and try copying the files from your hard disk to
your CD and your flash drive. If this works with either or both, write
back here and give us as much info as possible. Otherwise, this is a
Windows operating system issue, not something OOo (OpenOffice.org) can
resolve.
Also from another poster to this list:

You cannot write direct to a CD - you need to use a cd writer
such as Nero (if you are on Windows). I don't know about a
flash drive. You certainly do not need to open the files to
copy them.
