Yes it is perfectly legal to sell OOo (OpenOffice.org), in fact there is
a list of distributors on this page:
http://distribution.openoffice.org/cdrom/
You can check the licence here: http://www.openoffice.org/license.html

Strictly speaking the seller is NOT selling OOo, but the cost of
supplying it on CD. Normally, this is a service provided to people who
have slow or limited Internet connections and I would expect the price
to be somewhere around US$10.00
