You can skim that page to get a feel for the process, and you'll find a registration link there as well. You will have to register to add your comments directly.

If you get ambitious and want to file your own report (on a different bug of course--assuming there are any more bugs ;-)), there was a recent thread with some good step-by-step instructions on filing an issue and searching issuezilla here:
