I believe that depends on your OS, not on Open Office. I have an English installation of Open Office on Ubuntu. I set my locale to Hebrew UTF-8 and have set my keyboard to use both English and Hebrew characters. I just switch keyboard layouts to switch languages in all apps, not just OOo. I've never had a problem with the direction of the text: English is always ltr and Hebrew is always rtl. I have had problems with periods being at the right of sentances (which is the beginning) in the past, but that problem seems to have disappeared. I think that my wife solved them while I was not home, as she had typed a document in that time. If she could figure it out (with the English OOo interface!), then I'm certain that you could as well, if need be. There was a thread on the subject (started by me) about a month ago, google it.
