     It all has to do with styles. What you looked at was the Default 
paragraph style. What controls the 0,2 cm is the Frame style not the 
paragraph style.
    To find what you are looking for, use the F11 key to open the 
Styles and Formating window. The third icon from the left is the 
Frames styles list. Click this icon. Right click the Frames style in 
that list, and select Modify. Click the Wrap tab. At the bottom under 
Spacing, there are the list of spaces between the border of the frame 
and text.

http://documentation.openoffice.org/manuals/oooauthors2/. If you want 
an introduction to styles, also get the styles chapter in the Getting 
Started Guide which is also available on that web page.
