That problem relates to whatever software you are using to perform the
download.  It has nothing to do with the site from which you are
downloading.  My web browser is supposed to be able to resume downloads but
I've put earlier versions to the test and they didn't (resume).

Now, I use mirrors and software specifically built for downloading.

There is a list of Download Managers on http://download.openoffice.org/ and
web searches should find others.  There is a list of mirrors at
http://distribution.openoffice.org/mirrors/index.html#mirrors
