A filter inside OOo? Yes.
Or are you talking about external processing?
And what does mean "remove all formatting"? Should text inside
headers/footers and text frames be removed also as they don't belong to
the regular text of the document?

No, this looks like a problem of "Editor". The Word documents created
from OOo are valid. Perhaps you could examine such documents and find
out what you Editor doesn't like in them?
