Yes, the "macro" tab not only uses OOo Basic but also the scripting framework for e.g. Javascript macros and this framework needs Java. So the easiest way to get rid of the box is to install Java and select the JRE in "Tools-Options-Java".
It's strange that OOo freezes (or seems to do so) but I think if you install Java this will be just not be interesting anymore.
