Alright, I don't have an XP box available, so this is from (distant)
memory, and translated from Hebrew.
Start->Control Panel->Area and Language Options->Languages

In there there is a button that will open a seperate window. You can
add Arabic there. It might ask for your install disk. You can also
change the system language to/from Arabic on the same screen, if need
be.

You should now have an icon on the task bar that will allow you to
change typing language. Shift-Alt will change language as well.

Try typing in OOo and Notepad. Let us know if one of them gives you problems.
