I apologize for offending you by using the word "better". I should have said "different" (than what comes standard in Ooo) and that I was hoping for "better" I will try your suggestion and see how it works for me. I'm just a user and haven't heard of many of the things you mentioned, but if I tinker with something long enough I can usually figure it out. Thanks for the tips.

Going by the RGB data, thee are roughly 4K different colors.

If you want to add your own colors, then:
Copy standard.soc to working.soc
Open working.soc.
Add your new colors at the end of the list of colors, but before the
"</office:color-table>",
The line to add is:
<draw:color draw:name="color_name" draw:color="#RGB"/>
where:
*  "color_name" is the name of your new color;
* "RGB" is the hexadecimal value of the RGB values of the color;
Repeat for each colour you want to add.

Somewhere I have a spreadsheet that converts CYMK to hexadecimal RGB.
When I find it, I'll upload it to my OOo folder at esnips.

Is it an easy install?

Just copy the new file over standard.soc --- making a backup of
standard.soc first.
To see the colors, you will have to restart OOo.  This includes
shutting down quickstarter.

I seem to have delete my palette that contained the Crayola colors.  :(
It was the brightest palette I had. I'll reconstruct it over the next fortnight.
