It looks as though this file is stuck: 
~/.openoffice.org2/user/registry/data/org/openoffice/Setup.xcu

You could amend it with a text editor but since the file itself seems to be
the problem, I'd be inclined to rename it to Setup.xcu.stuck (after shutting
all OOo processes down) and re-start.  Hopefully, you'll only have to go
through the process ONE more time.

My file has this:

  <prop oor:name="LicenseAcceptDate" oor:type="xs:string">

Yours probably has no "LicenseAcceptDate" entered and the previous value may
be "false".
