Format>Paragraph and then select "Double" from the list labelled "Line 
spacing". This will double space until you use a different style.

If you want all your documents double spaced change your default template. You 
can also set up a style that is double spaced and "followed by" itself. 
Selecting that style will then put you into double spaced "mode" until you 
change styles. On my system, the style named "Text body" has 0.21cm below 
paragraph but that could easily be changed for your purposes and saved in the 
default template; or you could invent a new style. The reason it might need 
changing is that an exact measurement will not look double spaced for different 
font sizes whereas "double spaced" is relative to the font size.
