From the Wikipedia article about SVG at
http://en.wikipedia.org/wiki/Scalable_Vector_Graphics: "Images drawn in OpenOffice.org Draw can be exported as SVG. Import filters are available[15] to import SVG images into OOo documents."

The reference ("15") links here: http://wiki.services.openoffice.org/wiki/SVG_Import_Filter from where there is a link to download the filter.

Please note the use of the word "exported". Use File>Export and *not* File>Save to persuade OO to write SVG files.
