From the Wikipedia article about SVG at

OpenOffice.org Draw can be exported as SVG. Import filters are available[15]
to import SVG images into OOo documents."

is a link to download the filter.
Please note the use of the word "exported". Use File>Export and *not*
File>Save to persuade OO to write SVG files.
