A bit of a misunderstanding here : SLAPP (Strategic Lawsuit Against
Public Participation)
is a technique developed and used by large corporations to inhibit public
criticism by making free speech so dear that no one else can afford to
exercise it. Anti-SLAPP legislation attempts to curb this abuse.

That's what SLAPP was developed for, and why it should be adopted both
by the states and the federal government.
