You cannot enforce read only access to a document created with OOo if you are saving it as a .doc file. Any 'read only status' is removed when you save it in the MS format (even if your using a 'password to open').
All this functionality is available however should you use the native OOo file format. One suggestion I would make is instead of posting them as .doc files, post them as PDF files. These are harder to change, and are generally more acceptable as 'read only' documents.
