You cannot enforce read only access to a document created with OOo if
you are saving it as a .doc file. Any 'read only status' is removed
when you save it in the MS format (even if your using a 'password to
open').

All this functionality is available however should you use the native
OOo file format.

One suggestion I would make is instead of posting them as .doc files,
post them as PDF files. These are harder to change, and are generally
more acceptable as 'read only' documents. This is easy to do with OOo
- file > export > pdf.
