After I sent that last message to the list I did some more
experimenting. First, I went into ~/ and found the /.openoffice folder.
I already knew that that is where OOo stores personal settings. I
renamed it by appending .old2. 

Then I opened Synaptic and uninstalled OOo 2.0.4 yet again, a complete
uninstall. In Synaptic "complete" uninstall is supposed to remove all
configuration files as well. After it was finished I opened Nautilus
(Gnome file browser) and did a search on openoffice*. Looking at the
results I can tell you this -- when they say "complete" they lie. There
were hundreds of files and folders named openoffice* all over my hard
disk. I spent the next hour deleting all of them except the ones in
~/.openoffice.old2/ and the dictionary and font files. A lot of them
were for OOo 2.1. I even nuked all the package files that Synaptic
caches on your hard disk in case you want to reinstall.

Having done all that I reinstalled 2.0.4. When I launched Writer it was
just the basic version without my customization. I tried Ctrl+Shift+u
and again, nothing happened. <sigh>.

I decided it was time to check mail again, and there was your message.
After I read it I went back to Snaptic and installed all the rest of
the OOo 2.0.4 goodies, especially anything relating to Gnome or GTK.

When it finished I fired Writer back up again and tried Ctrl+Shift+u.
It worked!!! Yay!!!!

I still can't drag and drop text. And I have new problems -- installing
it created a new ~/openoffice.org2 folder. I closed OOo, then renamed
the new folder ~/openoffice.org.old3, then renamed my old one
~/openoffice.org2. But when I launch Writer it still doesn't see my old
settings. Well, I can recreate all those things, I suppose. And there
is another problem -- all the menu items are in some Symbol font. As a
result I can only guess where the settings are in Tools > Options. 

One step forward, three steps back. Nevertheless, I owe you a beer for
the tip about Gtk.
