[users] how to add comments for an ISSUE

I found that something that concerns me is already under consideration in an 
'open' issue - with original statement of the issue and numerous 'additional 
comments'. I would like to submit my own 'additional comment' but can't 
figure out how to do it. A detailed explanation would be appreciated.
