If you right click on a Image, and from the menu that will appear you
select title, you'll be able to set a title for the picture that will
move and resize with it. Even across column borders.
To add headings to a page: select in the menu bar Format->Page.
Now go to the Headings tab, mark Activate Headings. If this is not what
you are trying to achieve, you can always insert a frame, write some
text in it, make its border invisible and move it freely to any place
that you like.
