You can check your download with the md5sum procedure:
http://download.openoffice.org/2.1.0/md5sums.html

If the download is good, you are probably dealing with some Windows issue. 
I have seen references to NSIS errors so, if you don't get a reply, try
searching the list archives and www.oooforum.org
