I don't know how to do it in XP, but in Xubuntu I lapped that key (the
windows_L) to Multi_key in my .Xmodmap.

From the many threads here, it looks like this is really an issue in oo? Or is
that a hasty conclusion?

On my Windows XP system using OO 2.1, <windows> <'> <e> gives me *two*
characters, an apostrophe followed by "e". It does *not* give me an acute
accent *above* an "e" which is what is required. Also, I can get the
apostrophe by simply hitting the apostrophe key (immediately to the right of
the colon/semi-colon key), so the <windows> key has no effect whatsoever.
And yes, I do have e-acute available within OO.
