Take a look at http://sourceforge.net/projects/ahk/
I've been using AHK on my Win XP system for a long time and, even though I'm using only a small fraction of its potential, I find it very useful. It does however have a bit of a 'learning curve' that puts it out of reach for tose who don't have a moderate level of technical competence.
As I type along, AHK recognizes a 'trigger' string that I've specified and replaces it by the 'target' that I've specified. E.g., when I type qbp , AHK replaces that by [EMAIL PROTECTED] . My 'triggers' are 3-character sequences where the first char is always q and the second character is never u . Since 'real words' starting with q almost always actually start with qu , my 'rule' makes it possible to specify many 'triggers' for which there is no risk of confusion with [part of] a 'real word'.
If I decide to use AHK for accented letters, I'll define qe' as the trigger for Alt+[num 0233], so that typing qe' will produce é . Et ainsi de suite. [OTOH, perhaps triggers like \e' would be more intuitive.]
