I think that means it's only there because it has been there. I don't remember the source of the statement. It was, IIRC, an experienced user rather than anyone from the organisation, not that anyone from the organisation is necessarily more reliable as a source of information.
What is there to develop? Who can say what will be excised and what will stay? Look at what they did to the user's ability to configure paths. And they've introduced problematic experiments like the Quick Starters and automatic updating (of what? - there's nothing to update). Now, the software overwrites user settings in some cases so that they have to be re-set each time the software is launched. Anything could happen.
