If you use romanian characters only from time to time, you can insert
them with Insert > Special Characters. If you want to have the Romanian
version of OpenOffice, or use the keyboard usual for Romanian, see
<http://ro.openoffice.org/> and
<http://wiki.services.openoffice.org/wiki/Dictionaries>.
Once you have selected "Romanian" as language of the menu, you have
first to close OpenOffice and re-open it before you have the Romanian menu.
