You're wrong about Notepad; on XP, it fully supports Unicode. However, it, too, does not accept characters above 255 entered with the procedure you give. I suspect that a program has to do something to enable the keyboard to accept the procedure, and that neither Notepad nor OOo is doing this. TextPad and EMEditor also don't have it. Maybe it's one of those API's that Microsoft "forgot" to document.
