No, we can't.

OpenOffice is free to download from the OpenOffice web site
www.openoffice.org. The software is free to use in any context (business,
personal, education, etc.) on as many computers as you like; you are free to
give it to friends, colleagues, relatives etc. etc. and they are as free to
use it as you are.

If you choose to purchase a CD from a company because, for example, you have
a slow and/or unreliable internet connection so that the download fails or
would take too long, then that is entirely between you and the company from
which you buy the CD. There is a (non-comprehensive) list of vendors on the
OpenOffice web site but no recommendations are made and no guarantees given.
Most of the vendors on that list charge only a nominal amount to cover the
actual production cost of the CD plus post and packing. Expect to pay
*approximately* USD 10.

My only suggestion is that you take up the matter with Paypal.

Another possible, and very nearly free, source of OpenOffice is a CD/DVD
attached to a computer magazine. These frequently include OpenOffice
software; check the magazine's statement of the CD/DVD's contents. Make sure
you buy a magazine relevant to your Operating System as, for example, the
Linux version of OpenOffice won't run on Windows.
