It is fully legal to sell CD's with OpenOffice, in fact it is
encouraged, as some people with slow connections find it difficult to
download.
Anyone can charge whatever the market will bear. My guess is that this
particular firm doesn't get a lot of business, because there are plenty
of others willing to sell CD's with OpenOffice for around $10 (US)
including shipping.
